Welcome aboard at LCU (Liaocheng University). To facilitate the campus life of all international students at LCU, SIE (School of International Education) are happy to serve you with this “Life at LCU” brochure. Campus Card

At current, LCU campus cards can be used to buy food and beverage from campus cafeterias, make purchases at on-campus supermarkets, and prove student status to the security when entering campus. The campus card contains personal information and consumption data. When using your card to purchase food or other items on campus, you just put it near a scanner’s reading area, and the correct amount will be deducted from your card.

Card Consumption

Campus cards can be used in all campus cafeterias. When using the card, wait for the staff to input the correct amount, then place your card on the reading area, and wait for the “beep”. The “beep” means that the amount has been successfully deducted. The screen will then show your card’s balance. For your consumption security, keep your campus card safe always, and claim with the Campus Card Center immediately when it is lost.

 

Accommodation

International Students should live on campus at Tong Yuan or International Student Apartment. Students who live on campus must abide by the rules and regulations of their residence.

Students who live off campus, upon application and getting approval from School of International Education, must register at the police station of their residential area and obtain Temporary Residence Certificate (临时住宿登记表) from the local police station in 24 hours from moving into the rented house. Students living off campus should be sure that the rental contract with the landlord is legitimate and reliable.

Students who change their address and contact information while they are studying at LCU MUST inform SIE of their new and recent address, telephone number and email, so that SIE can be able to contact its students in case of emergency or important notifications. School of International Education maintains a strict policy of keeping all contact information confidential.

Apartment Safety

Students living on campus are asked to strictly observe all safety-related regulations in and about apartment safety, especially fire-related safety. The “Ten Nevers Regulation on Apartment Safety” MUST be carefully read and faithfully observed, together with other safety-related surveillance and training programs. Students violating safety-related campus regulations or Chinese laws SHOULD face serious consequence

Campus Timetable

All students on LCU campus respect and follow an officially released timetable in view of academic life and off-class activities. Learn to tune your activities to the main theme of all student body on campus, including but not limited to a scheduled curfew arrangement at the apartment building.

Accommodation Fee

Students living on campus should pay the accommodation in time and in full amount as specified in each payment notice.

 

Insurance

All international students in China, as requested by related Chinese laws, should purchase the Comprehensive Medical Insurance for Foreigners Living in China. Each international student at LCU should ensure that his or her insurance is good and valid all through the period he or her is in China.

For more information about insurance premium, coverage, liabilities exemption and procedures for insurance claims, please kindly ask the insurance company, or ask for assistance of SIE staff.

 

Health Care Services

LCU Campus Hospital (both on east and west campuses) are equipped with basic medical facilities and services that are accessible to LCU students. If you feel unwell, please bring your Campus Card to these hospitals to arrange for medical appointments. Students may also visit the neighboring hospitals in the downtown, Liaocheng Traditional Chinese Medicine (TCM) Hospital door to door with north gate of west campus, or Liaocheng People’s Hospital that is more to the center of downtown Liaocheng.

Since all international students must be medically insured, it is important for you to make sure that your health plan provides coverage for all hospital medical treatments. It serves to be helpful that you inquire from your insurance company or LCU staff regarding the coverage of your insurance plan and its validity in Liaocheng. Be sure to save all the hospital receipts and prescriptions for further refund with insurance company.

On-Campus Miscellaneous Facilities

Students may dine at canteens or dining halls on either east or west campus.

Other facilities that are available on campus include LCU hospital, post office, telecommunications offices, convenience stores, banks, bookstores, libraries, computer and mobile phone maintenance, laundry, photo development shops, gyms, the barber’s or hair dresser’s, public bath, etc.

To write letters to be sent abroad, please use the international customary format to write the address on the front side of the envelope. If you write the address in other languages rather than Chinese, you also need to write the targeted country’s name in Chinese on the envelope.

 

Internet Service

All internationals students’ apartments have an Internet connection. You may also access the Internet at the Computer Service Center (计算机中心), the Library, and the Internet cafes on campus. Liaocheng University often issues important information and news on the website, and we recommend that you regularly check the latest information.

In the international students' dormitories, the Internet connection is automatically established. This means that when a computer connects to the campus network, both the IP and DNS addresses will be obtained automatically, and no special setup is required to browse websites.

If you have a problem with your room’s Internet connection, please contact the Computer Service Center. Wireless Internet is also available on campus.

 

Banks and Foreign Currency Exchange

Ren Min Bi (RMB) is the sole legal tender of China. The unit used for the RMB is Yuan and it has the smaller denominations of Jiao and Fen (1 Yuan = 10 Jiao = 100 Fen).

RMB is issued in both note and coin forms. The paper notes come in the denominations of 100 Yuan, 50 Yuan, 20 Yuan, 10 Yuan, 5 Yuan, 2 Yuan, 1 Yuan, 5 Jiao, 2 Jiao and 1 Jiao; and the denominations for coins are 1 Yuan, 5 Jiao, 1 Jiao, 5 Fen, 2 Fen and 1 Fen.

Today in Liaocheng as well as any other cities in China, more people are using online payment at purchases than using cash. Ask SIE staff or your Chinese friends for help to start your online payment.

For your own safety, do not bring too much cash on you. When opening a bank account/exchanging foreign currency at banks, you will be required to present your passport to the bank staff. Do inquire from the bank staff for further details if needed.

The banks that are located nearby LCU are Agricultural Bank of China (ABC) and Industrial and Commercial Bank of China (ICBC). It is recommended to visit Bank of China (BOC) Liaocheng Branch (200 meters to the east of Liaocheng Railway Station) for foreign currency exchange. Never hesitate to consult SIE staff for assistance.

 

Holidays

All international students enjoy the same school holidays as Chinese students.

Students may find the university’s holiday schedule in the academic calendar. Furthermore, LCU homepage will announce the details of the holiday schedules shortly before the breaks.

 

Leisure Activities on Campus

SIE organizes cultural events, trips and tours around the city for international students. Information regarding these events will be announced days ahead. A myriad of activities including performances, sports, exhibits, lectures, and other activities are also held on campus. In addition, different schools/departments also offer their own extracurricular activities, and we highly recommend you participate in these activities.

The university provides its students with facilities for sports and recreation. Some facilities charge certain fee for usage.

Psychological Counseling Service

During your stay at LCU, you might encounter some problems and difficulties. For example, difficulty in adapting to your studies, emotional distress, interpersonal difficulties with your classmates or teachers, mood swings, Internet dependency, problems with procrastination, etc. If you encounter the aforementioned problems or difficulties (or any other psychological difficulties), you are very welcome to come to Psychological Counseling Center. Visit SIE staff any time for the service.

 

Personal Safety and Security

Liaocheng is a relatively safe city and LCU have secure and well-guarded campuses. Nevertheless, students are encouraged to take some safety precautions. It is not advisable for students to carry their passport and large sums of money with them at all times. When you are off campus in downtown Liaocheng, your Student ID Card will be sufficient enough to verify your identity.

Always be on alert with fire-related personal and property safety. Fully observe the “Ten Nevers on Dormitory Safety”, and immediately report when finding any fire-related danger. In light of the multitude of lakes and rivers in downtown Liaocheng and LCU campuses, always stay off the deep waters.

Please keep on guard off phone fraud and internet fraud. Do NOT believe in any strange calls or transfer any money to strange accounts.

In the case of emergency, contact the police immediately and report the incident to SIE staff and ask for help.
